The most important thing is preparation! 
 
1.  Try to take the time to exfoliate your skin before you shave to avoid clogging up your razor with dry skin and dirt.  It is worth investing in a good exfoliating cleaner which does two jobs in one, great for the time strapped guy!
2.  Once your skin is smooth from the exfoliation, apply heat (you dont need a fancy hot towel machine, just get a face cloth as hot as you can with tap water).  Steam and heat opens the pores and softens the hair which allows the razor to get a closer shave.
3.  Use a shave oil.  Smooth on some shave oil under your usual shave cream/foam to lubricate the skin.  You wont believe the difference when your razor glides so much more smoothly over your skin.
4.  Use a shave brush.  Putting on a shaving cream/foam with a brush in a circular motion really makes sure every hair is covered and the product reaches under stubborn stubble.
5.  Change your blades regularly.  Even a slightly blunt razor will catch on your stubble and skin causing bumps and rashes.  A good sharp blade will make sure the shaving experience is as kind to the skin as it can be.
6.  Shave with the grain and take your time.  Only ever shave against the grain if some areas have very heavy growth and if your skin is used to it.  Shaving against the grain is one of the biggest causes of shaving rashes.
7.  After shaving, rinse your face with warm water and generously apply a good quality post shave moisturising balm.
